A transparent, representative, and robust indicator system was developed to improve understanding of disaster risk and risk management performance. This system is easy for public policymakers to understand, can be updated periodically, and allows for country comparisons.
The indicator system, a result of the IDB-IDEA program, is a holistic approach to evaluation. Its strength lies in the ability to disaggregate results and identify the factors towards which risk management actions should be directed to assess their effectiveness. Its main objective is to stimulate decision-making—meaning the underlying concept is control—rather than the precise evaluation of risk, which is commonly based on the concept of physical truth.
